Dr. Bob Chu

Dr. Robert Y. Chu received his Ph.D. in Computer Science from Virginia Tech in USA. Dr. Chu has over 25 years of experience in IT.

Dr. Chu is currently working for Kingdee Research and is the Chief Enterprise Architect of Kingdee International Software Group. His research work includes Enterprise Architecture, TOGAF, Chinese Management Model, design of the next generation enterprise management products (ERP, CRM, SCM, etc.), Cloud Computing, BPM and SOA service platforms and portals, and adoptions and landing projects implementation for new technologies like BPM, SOA, EA/TOGAF, and Cloud Computing.

Dr. Chu is also the Chief Technology Officer of the Open Group China and is responsible for TOGAF training and certification in Chinese or English, the promotion of TOGAF and
Enterprise architecture in China, SOA Reference Architecture, Open Service Integrated Maturity Model, Cloud Computing, and TOGAF based SOA/Cloud implementation methodology.

He is also a board representative of Kingdee to the Open Group Governing Board. Dr. Chu is well known in China for promoting Enterprise Architecture. He is also the chief editor for translating the following books: TOGAF Pocket Guide and Cloud Computing for Business into Chinese.

Thomas Dawkins

Thomas Dawkins

Thomas has held a number of positions as an IT Professional over his 28 years’ experience in the computer industry. His IT experience is very diverse from managing PC environments to large raised-floor computer centers. He moved into training and consulting to share his expertise with people wanting to learn about computer technology and to service companies who needed technology solutions. During this time, Thomas co-authored a book on Microsoft’s Internet Information Server. His move to Microsoft evolved his career into business and marketing management where he was instrumental in the development of several new consulting offerings, constructing a new partner channel and has played a strategic role in several product acquisitions.

Prior to his recent role, Thomas worked in the Trustworthy Computing Group where he managed the strategic relationship between Microsoft and leading global security industry associations. His focus was to help these organizations further the progress of the security profession while at the same time help members understand the high level approach that Microsoft was making to improve the security and quality of their products through in-depth security practices. With his business and marketing skills, Thomas was able to help (ISC)2 create a virtual community of their members and certified security professionals though a member only social media environment called InterSec. Thomas also helped the Information Systems Security Association (ISSA) develop their vendor sponsorship programs to help fund strategic research and progress the careers of security professionals worldwide. He has several articles published in different security professional journals and newsletters focused on IT security state awareness and the use of Microsoft’s free security assessment tool which he developed. 

For his international industry contributions, Thomas is the August 2011 nominated director of the IFIP IP3 Global Industry Council (GIC). "Global Industry Council Directors are specially nominated and invited to serve within the UN-[founded] body as internationally recognized luminary executives, thought leaders, and visionaries and for their strong history of providing substantive contributions to global business, industry, society, education, and governments. The IP3-GIC is a first of its kind focusing on Computing as a Profession, which will further align computing with organizational strategy and business agility driving innovation, entrepreneurship, business growth, regional GDP growth, high yield investment opportunities, and regional economic development. Global GDP is nearly 60 Trillion USD and the global program for computing as spearheaded by IP3 and IP3-GIC will be a catalyst for a more than a 20% increase in global GDP in the next 10 years to 80 Trillion USD."

Today, Thomas is responsible for Microsoft’s strategic plans to engage with over 21 million IT Professionals worldwide.  His relationship with GITCA is core to this strategy. Demonstrating his recognized leadership, Thomas is the founding Chairman of the GITCA Global Sponsor Advisory Board.  With his solid business acumen and experience with other large industry consortiums, his experience will help GITCA evolve and grow. Thomas’s key to success is with his ability to build relationships and synergies across industries, organizations and companies. He thrives on aligning and developing strategies that make organizations successful through his leadership, business management and marketing abilities.

 

Kim Devooght

Kim Devooght

Kim Devooght  is  the  Vice President Public Sector, for Cisco Systems Canada Limited, a role he assumed in  November, 2009.   He is   based  in Ottawa. In his role at Cisco, Kim  is  responsible  for Cisco’s  business direction in public sector nationally, which includes  government, healthcare and education. Kim has extensive experience and an impressive track record of success in Canadian public sector.  He has since 1996 been a senior executive with IBM Canada and most recently served as IBM’s vice-president of public sector, where he was responsible  for the federal, provincial and major municipal government, healthcare and education markets. Kim was previously responsible for IBM Canada’s federal public sector and also served as the general manager for government service  delivery. He also spent many years working with the Government of Ontario’s Ministry of Transportation in roles that included director of human resources and as an assistant deputy minister.Kim is an active community volunteer in Ottawa, and is currently  the  Chair  of the  OutCare  Foundation that supports local community based health care, and is on the Board of Directors for the  Snowsuit Fund that provides winter clothing for children. He  also serves on the Boards of CANARIE , ITAC, and GTEC , and  was recently  the co-chair of the Canadian Council for Aboriginal Business. Kim holds a Master’s degree in Business Administration from York University in Toronto and an honors Bachelor’s degree in Public Administration from Carleton University in Ottawa.

2011_Election

An election needs to be held for 3 positions as per the IP3 Governance Document.

The IP3 Board shall have a maximum of 11 Board members:
a. 1 Board member appointed by IFIP
b. 4 Board members appointed, one each, by the four ‘founding societies’ as a temporary right while
the original initial investments remain outstanding
c. Up to 3 Board members elected by the other IP3 members other than the ‘founding societies’
d. Up to 3 co-opted members including the Past Chair.

The 3 Board places shall be opened for election as follows:

This pattern avoids a difficulty with a blanket statement that Board members representing IP3
members are elected for 3 years which results in the first additional society electing itself a Board
member who cannot be replaced until their three year term is completed. It is suggested that no vote take place while there are at most 3 IP3 members (excluding the founding members).
To achieve an annual rotation process, it is suggested that the first time there is an election the three successful candidates should accept 3, 2 and 1 year terms respectively beginning with the most popular candidate. As the initial investments are repaid to the Founding Societies the total number of Board members will fall back to a maximum of 4 (excluding co-options). It is recommended that it would be wise to allocate the spare places for additional elected posts.

* NZCS, CSSA and IPSJ assumed the 3 positions for the period of 1 year in 2010
** Eligible to stand for election: NZCS, CSSA, IPSJ, CSZ
*** Co-opted are: C. Thompson, Past Chair (currently vacant due to G. Lane continuing in CIPS rep role), and one additional co-opted position (proposal is Don Robertson - NZCS). Normal date for approving co-opted positions is after the AGM when the Board elects the Chair and approves the co-opted positions. Co-opted positions are for 3 years.
